387 안덕면 seven years and seven months until the case was officially closed in 1954 and Mt. Hallasan was reopened to the public. In the course of the ruthless repression, nearly 25,000 tp 30,000 civilians were victimized. Several villages in Andeok myeon also made considerable sacrifices. The armed rebel mounted attacks on branch police stations located in Hwasun-ri, killing some civilians, and even burning houses. However, ma- jority of the sacrifices were made by the military and police forces. In the Autumn of 1948, with residents evicted from their homes and martial law proclaimed, villages in the middle mountainous areas were burnt to ash and indiscriminative slaughter of civilians was carried out. The stated- led forces summarily executed civilians falsely charging them with sup- porting armed rebels. The bereaved families, who had grim prospects for their futures due to guilt-by-association and were put to shame, struggled for over fifty years, demanding that the truth be told and fighting to re- gain the honor of the victims and families. Finally, in 2000, the Special Act on Jeju 4·3 was enacted and the official government investigation re- port was confirmed on October 15th, 2003. Then on October 31st, then President Roh Moo-Hyun came to Jeju Island and gave an official apology for the atrocities committed by government authorities. The Bereaved Family Association hereby erects this monument, deter- mined to appease the victims falsely accused, as well to relize the free- dom·peace and prosperity of our nation under the spirit of reconcilliation and harmony.
